Tendemos a desmoralizarnos cuando vemos barreras, legales y sociales, continuamente impuestas y más inflexibles. Pero nada está registrado en piedra inmutable. El muro de Berlín parecía que no caería nunca. Y cayó. El "Malvado Imperio" de la Unión Soviética era un enemigo invencible. Hoy no existe. Y la guerra contra las drogas se perseguirá con incrementado vigor hasta que se termine. Tal vez mañana se declare concluida, y ya sea que se considere ganada o perdida esto no se anunciará. Nuestros esfuerzos deben ser suaves y continuos. Como dijo Samuel Johnson: "Pocas cosas son imposibles para el talento y la constancia."

LEGISLACIÓN INTERNACIONAL
En opinión de Antonio Escohotado (Historia General de las Drogas), de Josep María Fericgla (Los chamanismos a revisión), Jonathan Ott (Pharmacoteon) y de muchos otros investigadores, entre los cuales me incluyo, los psicoactivos no están clasificadas en función de su toxicidad, sino en relación a los intereses de la Drug Enforcement Administration (DEA), organismo encargado de hacer cumplir la ley anti-drogas de los Estados Unidos; país que influye sustancialmente en los criterios de la Organización de las Naciones Unidas (ONU) y por supuesto, en los de la Organización Mundial de la Salud (OMS).
De acuerdo a la arbitraria normativa dictada por la OMS, los fármacos sujetos a control internacional se encuentran divididos en cuatro Listas:
En la Lista I figuran aquellas sustancias que están totalmente prohibidas, excepto para fines científicos y médicos muy limitados. Aquí se encuentran las llamadas drogas duras (opio, morfina, cocaína, heroína), junto a las llamadas drogas de diseño (2CB, XTC) y las sustancias más inocuas para el organismo como la marihuana y los visionarios (mezcalina, LSD, psilocina, psilocibina, DMT). Todas ellas sólo pueden ser manejadas por personas debidamente autorizadas en centros médicos o científicos bajo la fiscalización directa de los gobiernos o con su aprobación expresa. Las disposiciones de esta lista, que son muy estrictas, someten cualquier otra actividad, como la fabricación, el comercio, la distribución o la posesión, a permiso especial y autorización previa, siempre bajo la estrecha supervisión del gobierno. La exportación o importación de estas sustancias está prohibida, excepto mediante procedimientos muy específicos en los que exportador e importador han de estar autorizados por las autoridades competentes.
Por su parte, las Listas II, III y IV del Convenio Internacional comprenden todas las drogas que se venden bajo receta médica como los sedantes hipnóticos, barbitúricos, amfetaminas, estimulantes sintéticos, etc. Estas listas disponen que cada una de las partes ha de aplicar medidas específicas de fiscalización establecidas por el Convenio, así como otras medidas que se consideren adecuadas para limitar a fines médicos o científicos, la fabricación, la exportación, la importación, la distribución, el almacenamiento, el comercio, el uso y la posesión. Las sustancias enumeradas en estas listas pueden exportarse o importarse, fabricarse o distribuirse únicamente mediante permisos otorgados por los gobiernos u organizaciones de fiscalización similares. Por supuesto, para que la población pueda aprovechar los efectos terapéuticos de esas sustancias, los médicos pueden expedir recetas, con sujeción a las prácticas y normas médicas adecuadas, en particular en cuanto al número de veces que se pueden despachar, la duración de su validez, el etiquetado correcto y las advertencias necesarias.

List of Preparations Included in Schedule III
1. Private preparations of
Acetyldihydrocodeine,
Codeine,
Dihydrocodeine,
Ethylmorphine,
Nicodicodine,
Norcodeine, and Pholcodine when compounded with one or more other ingredients and containing not more than 100 milligrams of the drug per dosage unit and with a concentration of not more than 2.5 per cent in undivided preparations.
2. Preparations of Propiram containing not more than 100 milligrams of propi- ram per dosage unit and compounded with at least the same amount of methylcellulose.
3. Preparations of Dextropropoxyphene for oral use containing not more than 135 milligrams of dextropropoxyphene base per dosage unit or with a concen- tration of not more than 2.5 per cent in undivided preparations, provided that such preparations do not contain any substance controlled under the 1971 Convention on Psychotropic Substances.
4. Preparations of Cocaine containing not more than 0.1 per cent of cocaine calculated as cocaine base and preparations of opium or morphine containing not more than 0.2 per cent of morphine calculated as anhydrous morphine base and compounded with one or more other ingredients and in such a way that the drug cannot be recovered by readily applicable means or in a yield which would constitute a risk to public health.
5. Preparations of Difenoxin containing, per dosage unit, not more than 0.5 milligram of difenoxin and a quantity of atropine sulfate equivalent to at least 5 per cent of the dose of difenoxin. 5
6. Preparations of Diphenoxylate containing, per dosage unit, not more than 2.5 milligrams of diphenoxylate calculated as base and a quantity of atropine sulfate equivalent to at least 1 per cent of the dose of diphenoxylate.
7. Preparations of Pulvis ipecacuanhae et opii compositus 10 per cent opium in powder10 per cent ipecacuanha root, in powder well mixed with80 per cent of any other powdered ingredient containing no drug.
8. Preparations conforming to any of the formulas listed in this Schedule and mixtures of such preparations with any material which contains no drug.
